WATER, WASTEWATER AND SOLID WASTE DEPARTMENT

2009 Water System Report

Sewer System

The communities of Oakbank and Dugald have sewer service. The lagoon for Oakbank is located at the northeast corner of the town. The lagoon for Dugald is located approximately 1.6km (1mi) north of town off Hwy 206.

Maintaining underground infrastructure is a time consuming task. Every year the Utility Operator oversees the contracted flushing of the sewer mains in half of Oakbank and Dugald. This process is repeated for the other half of the communities the following year.

All lift stations are monitored daily to ensure they are functioning correctly. Lift stations are inspected on a semi-annual basis, and necessary repairs are made.

Major Projects:

To accommodate continuing steady growth and to ensure a safe supply of quality water, the R.M. has undertaken construction of a new regional lagoon to service Anola, Dugald and Oakbank.

The new lagoon is located 3.2km (2mi) south and 3.2km (2mi) east of Oakbank at the corner of Cedar Lake Rd. and Willowdale Rd. The new lagoon was designed for a projected 20 year growth of the R.M. Construction of the new 112.1 acre lagoon began in the summer of 2004, and is expected to be complete by mid-summer 2005.

Along with the construction of the lagoon, two lift stations are also being constructed, and one upgraded. The lift station in Dugald has already been upgraded. One lift station has been constructed northwest of Anola on Stoneridge Rd. The other lift station has been constructed southeast of Oakbank on Springfield Rd.

Approximately 22.5km (14mi) of sewer force main have been installed from all three lift stations to the new lagoon, and are expected to be functional by spring 2005.
The total cost of this project is approximately $2.7 million.

Once the new lagoon is fully operational, the existing lagoons will be decommissioned.

Water System

The communities of Oakbank and Dugald receive their water from two wells. Each community has it’s own water treatment facility, where the water is chlorinated prior to distribution.

The water supplies in Oakbank and Dugald are tested in accordance with procedures outlined by the Province of Manitoba Health Department. A minimum of six samples are taken from various locations in both communities over a two week period, for bacteriological testing. All results are reported to the Province for monitoring. Water samples are also taken at both facilities on a daily basis to measure chlorine residual levels.
