Proposed Zoning & Secondary Plans (2nd Round: Public Engagements: December 2020)

In the fall of 2019, the Rural Municipality of Springfield initiated three new planning projects that will further define its future growth. The projects are:

1.    A secondary plan for the Oakbank South Area

2.    A secondary plan for the West Pine Ridge Area

3.    A comprehensive review of Springfield's Zoning By-Law

A series of in-person public information sessions were held in November 2019 (Phase 1 Engagement) to gather information directly from residents and landowners to aid in the creation of the Secondary Plans and Zoning By-Law. The draft Secondary Plans and draft Zoning By-law have been written and due to Covid-19, Phase 2 Engagement will be virtual. Below you will find links to a narrated presentation and survey for each of the draft documents. 

Surveys will close end of day Friday, January 15, 2021. Anyone can view the presentations and provide feedback on the drafts at any time from December 15, 2020 to January 15, 2021.

If you would like a hard copy of the presentation and supporting documents, they can be picked up during regular working hours (8:30 am to 4:30 pm Monday to Friday) at the Municipal Planning and Development Office (vestibule) located at Unit 1 – 686 Main Street in Oakbank. Please note the office will be closed during the Christmas break December 24, 2020 to January 3, 2021.


Oakbank South Secondary Plan

The purpose of the Oakbank South Secondary Plan is to recognize Oakbank as the largest settlement centre in the municipality and to promote efficient and orderly development of the southern area of town, where the majority of serviced growth will be direct over the next 20 years.

We are analyzing the results and reviewing the feedback from this phase of engagement and making edits to the documents. The final drafts will be presented as part of Phase 3 Public Engagement.



West Pine Ridge Secondary Plan

The intent of the West Pine Ridge Secondary Plan is to facilitate additional rural residential development south of Birds Hill Park. Development in this area should be compatible with existing and adjacent uses, maintain the rural nature of the area and protect groundwater resources. It is intended the Secondary Plan area will support some rural residential lots, where they are appropriate and suitable.

Springfield’s Zoning By-law was last updated in 2010 and needed to be updated to reflect the recently adopted Development Plan and the new draft Secondary Plans.
