Zoning and Secondary Plans - 1st Round - Public Engagements - November 2019
The Rural Municipality of Springfield has initiated three new planning projects that will further
define its future growth. The projects are:
- A comprehensive review of Springfield's Zoning By-Law
- A secondary plan for the Oakbank South Area
- A secondary plan for the West Pine Ridge Area
West Pine Ridge Secondary Plan
The intent of the West Pine Ridge Secondary Plan is to facilitate additional rural residential development south of Birds Hill Park (Development Plan 18-09 Section 5). Development in this area should be compatible with existing and adjacent uses, while maintaining the rural nature of the area. This area of the municipality is already significantly fragmented and contains limited agricultural activity. It is intended the Secondary Plan area will support some rural residential lots, where appropriate and suitable.

The purposes of the Oakbank South Secondary Plan is to recognize Oakbank as the largest settlement centre in the municipality and to promote efficient and orderly development of the southern area of town, where the majority of serviced growth will be direct over the next 20 years.

Springfield’s Zoning By-law was last updated in 2010 and should reflect the recently adopted Development Plan and the new Secondary Plans.

In November 2019, a series of public information sessions were held to gather information from residents and landowners in creation of the Secondary Plans and Zoning By-law (Phase 1 Engagement). The draft Secondary Plans and draft Zoning By-law were presented virtually through a narrated presentation and other documents posted on the RM of Springfield website in December 2020. A survey requesting feedback on the documents was available until mid-January 2021 (Phase 2 Engagement).

The By-law has received First Reading on Thursday, September 23, 2021. The Public Hearing was scheduled on October 28, 2021.

In November 2019, a series of in-person public information sessions were held to gather information from residents and landowners in creation of the Secondary Plans and Zoning By-law (Phase 1 Engagement). The draft Secondary Plans and draft Zoning By-law were presented virtually through a narrated presentation and other documents posted on the RM of Springfield website in December 2020. A survey requesting feedback on the documents was available until mid-January 2021 (Phase 2 Engagement).). The final round of engagement was hosted in May 2021 through a series of virtual open houses and survey (Phase 3 Engagement).
The project is now at the stage that the documents are going through the formal adoption process by Council, under The Planning Act.
West Pine Ridge Secondary Plan
The intent of the West Pine Ridge Secondary Plan is to facilitate additional rural residential development south of Birds Hill Park. Development in this area should be compatible with existing and adjacent uses, maintain the rural nature of the area and protect groundwater resources.
The West Pine Ridge Secondary Plan has been given First Reading by Council and a Public Hearing has been held on September 23, 2021. At the September 23, 2021 Council Meeting, Council had granted second reading to By-law 2021-21.
On May 16, 2022, the Municipal Board conducted a Public Hearing at the Dugald Community Club. The Municipal Board recently submitted their Decision and Order (B-22-006) on June 15, 2022 to the Municipal Council. On July 28, 2022 Council will consider By-law 21-21 for 3rd and Final Reading

Oakbank South Secondary Plan
The purpose of the Oakbank South Secondary Plan is to recognize Oakbank as the largest settlement center in the municipality and to promote efficient and orderly development of the southern area of town, where the majority of serviced growth will be direct over the next 20 years.
The Oakbank South Secondary Plan has been given First Reading by Council and a Public Hearing has been held on September 23, 2021. At the September 23, 2021 Council Meeting, Council made minor text amendments then granted second reading and third reading to By-law 2021-20.

Springfield’s Zoning By-law was last updated in 2010 and needed to be updated to reflect the recently adopted Development Plan and the new Secondary Plans.
The By-law has received First Reading on Thursday, September 23, 2021. The Public Hearing was scheduled on October 28, 2021.
The By-law has received Second Reading on Thursday, June 23, 2022.
